On the one hand, its use is concentrated in a few countries and corporations, while on the other, it is simultaneously becoming massively accessible. <strong>Concentration meets democratization<\/strong>, and this very tension shapes where the world of AI \u2013 and thus learning \u2013 is headed. <\/p>\n\n<!--more-->\n\n<h2 class=\"wp-block-heading\">Concentration: Small Countries, Big Usage<\/h2>\n\n<p>The new <strong><a href=\"https:\/\/www.anthropic.com\/economic-index\" target=\"_blank\" rel=\"noreferrer noopener\">Anthropic Economic Index<\/a> (September 2025)<\/strong> shows: The strongest AI usage occurs in small, highly digitized countries like <strong>Israel, Singapore, Australia, New Zealand, and South Korea<\/strong>. While the USA remains the largest single market, smaller states extract more from their tools relative to their population \u2013 an indication of the <strong>quality of digital competence<\/strong>. <\/p>\n\n<p>Companies also vary in their progress: Around <strong>77% of API usage is automated<\/strong> \u2013 meaning AI is deeply embedded in processes, not just used as an assistant. This <strong>depth of integration<\/strong> is the real secret to success and a lesson for learning too: It&#8217;s not about &#8220;using AI,&#8221; but about <strong>integrating AI<\/strong>. <\/p>\n\n<h2 class=\"wp-block-heading\">Democratization: When Access Becomes the Norm<\/h2>\n\n<p>In parallel, global usage is exploding. According to the <strong>NBER Working Paper (September 2025)<\/strong>, <strong>around 10% of the adult global population<\/strong> actively uses ChatGPT, and in low-income countries, usage is growing four times faster than in wealthy nations. <\/p>\n\n<p>Two reasons drive this:<\/p>\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>The cost per token<\/strong> has fallen <strong>280-fold<\/strong> since 2022 \u2013 AI is now everyday infrastructure.<\/li>\n\n\n\n<li><strong>Easy to use<\/strong> in the browser or via app \u2013 no prior knowledge required.<\/li>\n<\/ol>\n\n<p>Result: AI has arrived everywhere. But: <strong>Value creation<\/strong> remains concentrated. Or, looking at it from a learning perspective: Knowledge becomes democratic, but competence does not automatically follow.  <\/p>\n\n<h2 class=\"wp-block-heading\">Two Worlds, One System<\/h2>\n\n<p>What seems contradictory at first glance is a classic pattern of technological maturity:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Breadth vs. Depth:<\/strong> AI is everywhere \u2013 but real impact occurs where it is <strong>understood<\/strong>.<\/li>\n\n\n\n<li><strong>Augmentation vs. Automation:<\/strong> Mature markets use AI as a partner, less mature ones as a replacement.<\/li>\n\n\n\n<li><strong>Compute as a Power Factor:<\/strong> Computing power is the new raw material \u2013 whoever controls it controls progress.<\/li>\n<\/ul>\n\n<p>For education and HR development, this means: We must not only enable people to work <em>with<\/em> AI, but teach them to <strong>think in AI contexts<\/strong>.<\/p>\n\n<h2 class=\"wp-block-heading\">Europe: Between Ambition and Connection<\/h2>\n\n<p>Europe plays an intermediate role in this geography. Scandinavia and the Netherlands are at the forefront, but the entire EU has <strong>only about 5%<\/strong> of global AI computing power. Projects like <strong>&#8220;AI Gigafactories&#8221;<\/strong> aim to change this, but until then, the fact remains: We cannot scale everything, <strong>but we can empower people<\/strong> to make the most of access.  <\/p>\n\n<h2 class=\"wp-block-heading\">The Next Wave of Democratization<\/h2>\n\n<p>The question is no longer <strong>who<\/strong> uses AI \u2013 but <strong>who truly understands it<\/strong>.<br\/>To achieve this, we need:<\/p>\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Local data &amp; languages<\/strong> \u2013 AI must know our contexts.<\/li>\n\n\n\n<li><strong>Digital learning competence<\/strong> \u2013 understanding not just tools, but principles.<\/li>\n\n\n\n<li><strong>Open models &amp; access<\/strong> \u2013 so that learning does not depend on capital.<\/li>\n<\/ol>\n\n<h2 class=\"wp-block-heading\">Conclusion: The Divided World as a Learning Task<\/h2>\n\n<p><em>&#8220;AI spreads like water \u2013 but it flows downhill.&#8221;<\/em><\/p>\n\n<p>Access alone is not enough.
